What’s the best country I could immigrate to and why?
In about 3/4 years I would like to leave the UK because it sucks (I was born and bred here).
1) I would like it to be English speaking but I love to learn languages so a country with a second language would be ideal.
2) I need more sun than rain, I’m pretty sure I have developed S.A.D living here
3) I have a degree in Multimedia Computing and worked as a professional Web Designer for the last 4 years. I am also hoping to study interior design and creative writing before I go to open myself up to new career choices.
4) It needs to be in Europe as my partner is training to be a qualified electrician and the Regulations are the same in the EU.

I must stipulate. IT MUST BE IN EUROPE!
Sounds like you are looking for somewhere in the mid to southern Europe region. You will definitely get a language immersion there. What about Switzerland? Other than that your options (given the current economic climate in Europe) would seem to be Austria, France, or Spain.
